TOURNAMENT RULES

Winchester Baseball as the host team will implement the following rules. If not specified in the Tournament rules, Winchester Baseball will follow all Cal Ripken/Babe Ruth Rules. 

 

  • All teams must check in with tournament officials before their first game and submit required documents. 

 

PITCHING RULES

  • Ages 8u-12u- the tournament will utilize 6 innings per day, 8 innings per tournament

  • Ages 13u-14u- the tournament will utilize 7 innings per day, 10 per tournament 

  • After each game the pitching log should be turned into the tournament director. (The logs will be given at the time of check in) 

Maximum number of innings a player can legally pitch in one day and still pitch the next day is 4 innings

 

 

8U RULES:

  • No infield fly

  • 5 runs or 3 outs per inning except for last inning/ no run limitation. For example: If the team up to bat is down by 6 they have an opportunity to battle back.

  • 4 Outfielders 

  • Play is considered dead/ over when pitcher toes rubber

  • Runner can steal 2nd and 3rd after ball hits plate 

  • Runner can only advance home on batted ball, walk, or a attempted pick off. 

 

 

BATTING RULES

  • At all age levels a continuous batting order may be utilized. If a team chooses to bat 9 or 10 with additional players listed as subs, normal substitution rules apply

 

 

BATS:

  • 8u-12u: All bats must have 1.15 bpf USSSA stamp, 2 1/4, 2 3/4 and 2 5/8 will be allowed, and wood bats are allowed

  • 13U: 2 5/8 bats are allowed with a maximum of a -8, wood bats are allowed, NO 2 1/4 BATS WILL BE ALLOWED!

  • 14u: -3 BBCOR 

 

 

RUN RULES:   9U/10U/11U/12U/13U/14U

 

  • 20 AFTER 2

  • 15 AFTER 3

  • 10 AFTER 4

  • 8 AFTER 5

 

 Field Information:​​

 

  • All 9 year old and 10 year old games will be played on a 46/60 field with no leading off. A player cannot leave the base until the ball crosses the plate. 

  • All 11 and 12 year old games will be played on a 50/70 field with leads and drop third strike in place. 

  • 11 year olds will be issued 1 warning regarding balks, 12 year olds will not be issued a warning. 

 

Game times:

 

  • 8, 9, and 10 year olds games will have a 1 hour and 40 minute time limit. New innings will not start after 1 hour and 35 minutes.

  • 11 and 12 year old games will have a 1 hour and 40 minute time limit. New innings will not start after 1 hour and 35 minutes

  • 13 and 14 year olds games will have a 1 hour and 50 minute time limit. New innings will not start after 1 hour and 45 minutes. 

  • EACH TEAM SHOULD BE READY TO PLAY 35 MINUTES PRIOR TO GAME TIME

  • Each team will play 2 games of pool play and be seeded for elimination games. Seeding will be determined by the number of wins then the following criteria will be used.

    • Runs Allowed

    • Runs Scored

    • Head to head 

    • Coin flip

*Depending on the number of teams in a division, some teams may play a consolation game only as their 3rd game. 

 

PARK RULES/EJECTIONS:

  • A player and or coach that is ejected from a game must sit out the next game. 

  • A player ejected may remain in the dugout, but must cannot return to the field of play until after the game has been concluded or at the coach’s discretion the player is sent off the field. 

  • If a coach or player is ejected a second time, they must leave the tournament area. 

  • All ejections will be reported to the tournament director or Winchester Baseball official that is available. If the offense involves violence towards a player, official, or opposing coach the player or coach maybe removed from the tournament regardless of first or second offense. 

  • The same rules that apply to coaches and players apply to fans. If a fan is using inappropriate language or threatening an official such as an umpire they will be removed from the park. 

  • No tobacco products are to be used within 50ft the fields- Violators are subject to removal from the park. Electronic cigarettes are not permitted within 50ft of the fields. 

  • Park official separate from Winchester Baseball will monitor tobacco and electronic cigarette use within the park and will issue tickets in accordance to City of Winchester laws. Citations for these types of violations range from $50 to $200. Winchester Baseball is including this in the rules a caution for teams to inform their parents and fans. 

  • Grills and other cooking devices are not permitted in the park, a team that sets up a grill will potentially be removed from the park without reimbursement of entry fee. Coaches this is in the rules as a result of past issues in the park, this is a fundraiser for our league, however the City of Winchester has specific rules for the park that include only the use of designated areas for grills and other cooking devices. We want everyone to have a good experience and not be ticketed by park officials. 


 

 WEATHER/REIMBURSEMENTS:

We hope that the weather is in our favor, but if it is not the following will apply. 

  • If rain causes cancellation of games the following will base any reimbursement of entry fees. 

    • 0 games played = Full reimbursement

    • 1 game played = 50% reimbursement 

    • 2 or more games played 0% reimbursement 

  • Winchester Baseball will do everything in its power to work with the park to open or keep open fields. However, the ultimate decision on field openings and closings are the decision of the park. The tournament director and or Winchester Baseball official will make an official announcement to the teams involved when weather impacts cause closures.
